Sega has ended development of its Super Game live-service project, with company president and chief operating officer Shuji Utsumi stating that the initiative was halted because taking on the challenge at this time would be too risky. The decision was disclosed in an interview with Nikkei, as reported by VGC and GamesIndustry.biz, and closes a project first announced in 2021 as an online AAA global hit intended to go beyond the traditional framework of games.

Background of the Super Game initiative

Sega announced the Super Game project in 2021 as part of a broader push into large scale online experiences. The company indicated at the time that it might invest nearly $1 billion in internal development and acquisitions to achieve the goal.

Utsumi said the company believed it had the technology required for such a service, but the analysis revealed a larger operational challenge.

“We hypothesised that we possessed the necessary technology and attempted to pursue this, but as we proceeded with our analysis, we realised that the scale of investment and operations would have to grow enormously to match the scale of the service, and we began to see the challenges involved, ” Utsumi said.

Reasons for cancellation

Utsumi said live service games remain an important part of the industry, despite the cancellation.

“Within the gaming industry, Games as a Service is an area we simply cannot ignore, ” he said. “If we can successfully roll out an IP we created from scratch on a large scale globally, the rewards would be immense.”

He added that broader conditions also influenced the decision.

“As a result, taking into account the global situation, we determined that taking on this challenge at this time would be too risky. That is why we halted development of Super Game. However, I still believe there is a business opportunity here, and we will continue to pursue this business.”

Sega’s live service portfolio

Utsumi emphasised that Sega remains active in the live service market through existing and upcoming titles. These include Phantasy Star Online 2: New Genesis, Sega Football Club Champions 2026, and Creative Assembly’s Total War: Warhammer 40,000, which is scheduled to enter closed beta testing this year.

Utsumi said the Total War title is also expected to operate as a Games as a Service style release.

“[It] is also expected to be a Games as a Service-style title that will continuously expand its game world after launch, ” he noted.

Sega previously recorded a live service loss with Creative Assembly’s Hyenas, which was cancelled in 2023. The company cited structural reforms and a rapidly changing business environment as factors in that decision.

Industry context

Several studios and platform holders have faced difficulties operating live service games and maintaining recurring revenue. Sony is frequently cited as an example of a company navigating those challenges, and Sega is now encountering similar issues.

Not every major company is reducing its live service focus. Tencent recently told GamesIndustry.biz that its “holy grail is live service.”

Yong-yi Zhu, vice president and head of operations, strategy and compliance at Tencent Games, said successful live service titles provide stability to studios and build communities.

“You look at Tencent’s DNA, it’s Honor of Kings, League of Legends, Valorant, ” Zhu said. “They’re games that build upon themselves, and it provides stability to the studio, it builds communities. And I think more and more games are about not just engaging people for a short period of time, it becomes a lifestyle.”

Next steps

Sega has not announced a replacement for the Super Game project, but Utsumi said the company still sees a business opportunity in the live service area and will continue to pursue it. In the near term, Total War: Warhammer 40,000 is expected to provide further insight into Sega’s live service direction as its closed beta testing progresses this year.
